The stimulus package has provided some opportunity in buildings, military spending, and other related projects. This page provides resources and links to these types of projects.
One of the best websites that lists BOTH stimulus and other government-funded projects is www.fedbizopps.gov. It is the single governmentwide point-of-entry for federal government procurement opportunities over $25,000.

- In order to do business with the federal government, vendors must be registered in the Central Contractor Registration database prior to the award of a contract. If you are not registered and are considering bidding on government projects, register now.
- Many projects include language such as "Innovative construction techniques that allow fast-track execution of the project will be necessary to meet requirements for facility completion." This is a big advantage for precast concrete.
- All GSA new construction projects and substantial renovations must be LEED certified.
- Many projects give special consideration to registered small businesses and woman- or minority-owned businesses.
American Reinvestment and Recovery Act allocates $5.55 billion for projects to be managed by the U.S. General Services Administration (GSA).
Public Buildings Service is responsible for the design, construction, operation, and maintenance of thousands of federally owned facilities at 60 different agencies. GSA lists projects on the federal government's centralized procurement website.

GSA has developed and submitted projects for approval. Projects were chosen based on:
- how fast they can create jobs by getting shovels in the ground
- how much added energy efficiency and sustainability can be gained from projects ready for construction award within 90-day, 1-year, and 2-year time frames.
As projects managed by the GSA are approved, they will be posted on www.fbo.gov.

The
U.S. Army Corps of Engineers is directly appropriated $4.6 billion. The $4.6 billion includes $2.0 billion for
construction and $2.075 billion for operations and maintenance.
The
corps has identified many potential civil works projects that meet the criteria
of the legislation for funding. On May
1, 2009, the corps expects to publish its final list of projects to which
stimulus dollars will be applied.
Selected
projects will be geographically distributed across the United States and across
corps programs to provide the nation with inland and coastal navigation,
environmental and flood risk management, hydropower, recreation, and more.
The
corps website is http://www.usace.army.mil. There is a link on the home page for
recovery information, and the corps is publishing a weekly update.
The
recovery act also provides more than $3 billion in sustainment, restoration,
and modernization funds for Army, Air Force, and Department of Defense (DoD)
health facilities. The corps, as DoD’s
construction agent, is working closely with the DoD, Army, and Air Force to
refine project lists and timelines for project awards and construction
schedules.

HHS recovery act funds are being invested in improving health and human services. These investments include:
- Scientific research and facilities ($1.5 billion): Support for the construction of new research and educational facilities as well as groundbreaking scientific research that will improve the health of the nation. This is broken down into $1.0 billion for construction and improvement of facilities, $200 million for research, and $300 million for research equipment.
- Summary of National Institutes of Health (NIH) funding
- Community health and health care assistance ($155 million): Support for the renovation and improvement of community health centers and other programs that serve patients in communities across the country and support for Medicaid relief for the nation’s most vulnerable families.

The Department of Housing and Urban Development (HUD) has announced the award of $2.985 billion in capital funds to public housing authorities (PHAs) participating in the public housing program throughout the nation. This funding is expected to build or substantially modernize tens of thousands of public housing units. State and local PHAs are to give priority to projects that are ready to begin construction rapidly. PHAs are also to prioritize construction that will increase energy efficiency and lower the long-term costs of operating public housing.
You should work with your public agency to promote programs that can be funded by HUD under these ARRA programs.

The U.S. Department of Education released guidelines for ARRA funding that can be used for school construction. The department has $48.6 billion available in stimulus funding. Much of it is designated for state budgetary shortfalls for teachers' salaries and the like. The good news for producers is that 18.2% ($8.85 billion) is available for school construction. The limitations are that it cannot be used for stadiums, transportation facilities, or administrative buildings. It is available to local school boards through the state governor’s office. It must follow established funding formulas. No amount may be retained by the state.
This is a wonderful opportunity to help local school districts construct school buildings. Work with owners and lead them to the links below.
